Yea they are cheap until you are purchasing or selling through them!

Maybe more trouble than painting them - maybe not.
Looks like sponge on - wash off with water. If it doesn't stain the vinyl it could be a quick fix.

Signs hang from a Yard Arm with a "rider" also hanging from them hence the grommets at the bottom.
