Main power board has 3 fuses
1.3 amp
250 volt
Should both ends of the fuse have power all the time

If they don't does this mean the main board is bad

You want to test for continuity. It should be a setting on your voltmeter under the ohms category. If it beeps or a light turns on, the fuse is good. If it doesn't, it's bad.
