This happened to me I emailed and they sent me this response, it worked.
Then delete Corel's messages folder.

Steps to delete the files in the messages folder.
1. Close all programs
2. Click on the start button
3. Go to the search box and type Run
4. Click on the Run program.
5. In the Open: text box type: %appdata% and press Enter
6. Locate and open the Corel folder.
7. Locate and open the folder named: Messages.
8. Click one file to select it then press CTRL+A to select all
9. Press Delete on your keyboard to delete the files. Click Skip if you get warnings that certain files may be in use.
10. Close the window.

Launch Corel Draw.

So... after a week of listening to the crickets chirp Corel tech support has sent me the solution. Here it is:

"Also, in the search field in Desktop, type %appdata% and hit Enter.

- Go to COREL folder.

- Delete Messages folder."

There were other "fixes" but that was just to empty my temp folder, which I did not bother with. Anyway, the pop up nag box appears to have been stopped! Corel now opens very much faster.
