I'm trying to find a vendor that makes these. It's like a sandwich panel with the top routed out. They do not want vinyl, has to be this.

Row Mark, color Core, GeniniDuets, and various others are available. These are typically Laser or Rotary Engraved.

There are a few wholesale vendors out there for this. We used to make these but are getting rid of our laser to focus on print.

standard engravers plastic. A lot of different brands out there. We run this on a rotary or laser cutter every day.

Thanks everyone. Can it be routed with a straight or mortising bit or will that muck up the inner core?
Square endmill will avoid those stupid lines in it... I'd probably paint a sheet and carve the area out if they let me.
Rowmark is for interior only, it will freeze/warp/crack pretty quickly in outdoor environments. For a little sign its fine, not going to hold up for this.
