Depending on how much detail you need, try nationalmaps.gov. They've got downloadable pdfs in vector form. There may be other government agencies that have that info available too. Or check with the Russians--they probably have some good info.

I've actually printed black on cast yellow, orange and some blues because my client wanted a long outdoor life. At 4-5 years in the sun no ink looks that bright, but the colored vinyl still pops and the black looks pretty good.
