A real sewn nylon made in the USA 3'x5' flag is $34. A printed polyester flag is less than $20. Why would you bother with trying to make them double layer with a latex printer? Do you hate your customer that much?
If you're doing a digital print with the double layer method, put it on white translucent plastic. The choice of acrylic or polycarbonate depends on the size and your preference.
