It might help if you listed the type/range of promotional items you would like to print.
Also, promotional item are dirt cheap in quantity, so you might be better served by finding a good wholesaler unless your doing a lot of short run work and have other uses for the printer.

My guess is the damper. If prints black well after the printer sets for a while and then the nozzles drop while printing, in my experience it is the damper. Especially if it gets even worse with a head cleaning. The fact that the cyan is on the same head and isn't dropping negates most things...
Don't forget to take you material storage into account. It should be close and in direct line to load especially with the vinyl cutter. On a busy day you could load and unload the cutter 25 times or more.
