signsofsense.com/ is a standard template that you can buy pre-built for about $10. Don't waste your time or money trying to build it, just google "Website Templates" and pick the same one or a close one.
I wouldn't do it without a second person either holding the vinyl or squeegeeing it. If you do the unroll method, you should run a tape line and as you work it, follow perfectly along that line so you will know if you are off or not.
#1. Make sure you never ever use clear polycarbonate/acrylic.
#2. Always double strike the ink.
#3. Depending on the LED's used, they should be anywhere from 3" to 12" away from the face.
#4. Yes some LEDs are dimmable but not all of them. Check with the manufacturer to see if it's possible.
