I have tried the 3651 clear and it did not look very good because of the adhesive like you said. If you want a good result, go with an optically clear product.

If you want an optically clear vinyl, you can go with 3M 8150. But I had good success with the general formulations 255 and it's a bit cheaper than 3M.

From my experience, removing vinyl on vinyl without damaging the ''bottom'' layer is more than likely impossible. I've tried it maybe 3-4 times without success. If you ever found a solution, let me know.

I used them few time for special project. Great product, but on maybe every 50 orders they messed up and send poor quality product. I expect more for the price they charge. And everything is printed in china.
