In windows go START/PROGRAMS/ACCESSORIES/SYSTEM TOOL/CHARACTER MAP. Caracter map allows anyone access to special characters. It copies to the clipboard.
Make sure you white is not an overprint white.
If you did not create the jpg, often times it is not white. You can use the eyedroper tool to find if it's white or not. If it's not 100% white you can use a color mask and delete the white or just select it and delete it.
I bet you will pay an arm and a leg for a short run dome decal job.
I would look on the internet and find a couple of kits of letters that you could combine to create the "TITMAN". Alot of times manufactures will use the same font style across several vehicle types.

I installed a HyVee catering truck once. They provided the crappiest "sticker" kit I have ever installed.
I have Palatino Linotype and the "t" is not right but looks like it is a knockoff. If you have more in your picture show the "R"
Blacks on frosted have a translucent effect so you may need to adjust the black so it doesn't end up being muddy brown, green or blue. An overprint will help some.
Only problems with non laminated decals are:
If they touch face to face even after curing for a week they will stick. (double sided coros) It is worse when it is warm. You can combat this by using the liner as slip sheets
Difficult to install large non-laminated graphics (site signs)...
Didn't know they made a 250w PSU or that todays video cards would even work with anything less than a 450w? You could probably replace that for less than $35 and cure any future upgrade problems.

C60 M30 Y0 K100 is my special mix. Most profiles have ink limits of 180 to 220 and will use some formula to get it down from what is specified. I didn't want my any profiles to dump any of the K so I made it as low as possible...
Some of that vinyl remover stuff will disolve some paints, so test in an inconspicious area first. We used one brand and it took the paint off diabond. Using a new method allways takes longer than you expect as well so pad your quote. You can always be a nice guy and give some of it back.

My guess is stattic as well. Our Roland does something like that. It starts fine and then gets progressively worse. If we pause it and the heads discharge on the capping station it will stop for a while and then build again.
Couple of other things that make computers flaky.
Heat, did you blow the computer and PSU out when you were in there? Lots of dust builds up over time.
Low voltages from a hot, faulty or over taxed PSU can cause lots of errors too. Have added any new hardware or hard drives lately?
