we use a X‑Rite i1Publish Pro 2 Colorimeter / color calibrator for this.
before this we would print different profiles onto the same media and compare that to a color swatch booklet
We still use this method in that colors are printed on the media and on display for the customer to look at...
so you are applying tape to paint and wanting the paint to hold the weight of the sign up?
I would look into using physical fasteners (stand-off mounts or french cleats) or have more tape / silicone on the sign to distribute the weight better across the sign
as a company that does installs / removals for other sign companies we ALWAYS ask questions and get everything in writing (any/all permits, work orders, releases, etc...)
Nothing is done verbally even if the conversation is recorded.
Like the others have said the paper trail is going to point...
Since you are the wholesale provider and you were provided a print ready file. there is no question / debate it is on them to proof the design before sending it to you.
If they want it remade they pay for the same price as the initial product
regardless if we are selling retail or wholesale...

now the most important fact is the material being used. CAST CAST and more CAST. calendared material will ALWAYS lift regardless of how you set it
depends on the product but most all items get tagged.
for signs, it is always a removable decal, typically on the backside.
