This and we have a clause for dirty vehicles, stating that the listed price is for a fully cleaned vehicle and eny extra cleaning will be billed by X amount per hour.

I agree, the perf fails first and lowers the quality of the rest of the graphics
we always try to limit the information on the perf to ensure once it fails it can be peeled off and still have full contact on the rest of the vehicle
contact you vinyl supplier(s) they all carry vinyl swatch books showing all of the colors for that brand.
fellers even has a color swatch comparison on their website
is it the lamination or the perf that is cracking?
is there any edge shrinkage to make sure you are using cast?
how did the installer get wrinkles? perf is about the easiest material to install there is
this seems to be a lot of effort for this project. how many signs are they wanting? and with that life expectancy make sure you are changing enough to cover the years in use.
if you are going to use MDO make sure you seal the edges and use trim cap for a longer life

depending on what you are looking for, we have had good success with trade schools as most of them already have courses in design / printing
the more budget friendly option is to print onto CorPlast and then cut the flute on one side so the three sides are of equal size and then you will need a fourth piece that is the width of VHB Tape to secure the triangle and keep from opening
unless you have the option to print white ink, the clear labels are going to be hard to read.
why are you wanting to use paper? adhesive paper is more costly than digital vinyl
