Cleaning the adhesive of any kind of vinyl is so easy after only being on a car for a week, I would just whatever you are used to using. For the cut vinyl just use whatever you have on hand, and for printed strips and logos use whatever you normally use.

That size banner is $2812 from my wholesaler. Shipping est $200? So double the wholesale and we're at $6K. I doubt the layout of big block letters is going to take more than 10 minutes. Besides, the customer will pay whatever the OP wants to charge. He was figuring minimum $10K.
We never had v. 5.1, but you can run v. 4.1 on Windows 10, so I don't see why 5.1 wouldn't work on Windows 7. Might have trouble if your dongle is the parallel port one and your computer doesn't have a parallel port. You can upgrade to a USB dongle though...
