you cannot start with crap and make it good. That pic is way too small and too low resolution. Instead of "trying " to work with it (which aint gonna happen) just get another picture instead of wasting your time figuring this out
this is almost like customers wants magnets on aluminum truck but not decals. You cannot fix the world! Tell them opague or perf there are your choices. done!
I did this in illustrator using same daytime picture, placed black over pic and just transparented it to the right shade, outline around letters and blurred it. Not beautiful but it gave them an idea
A small local church had one of these in front of it, it was actually made for those little letters you could spell stuff out on it. We placed a digital print inside of it as all the letters were lost...none the less.
Is this cabinet necessary? can you not do a digital print on pvc mounted...

First off I see anything you did wrong. Who gives three dams if you can "feel" a print, so what? Are they caressing their signs all day?.....however if this were me I would approach them with I sent you a proof and described how the signs would be done. Full bleed will be more expensive and now...

Signwarehouse has good stuff and bad cheap stuff. The used to suck at technical support, I dont know about now. I can advise you NOT to buy that GX24, its a low end plotter get a summa!
Im an adobe guy but have corel just to open files. I have no desire to learn another program not do I have any desire to get on the cloud and pay subscription
first off why are yall wasting your time with MDO when you could slap it on some 1/2" pvc or better than that 1/2" coro. We get asked for "plywood" from time to time and tell them we simply do not use it.

selling those signs are easier than you think. Just start riding around and looking for "coming soon" signs and call them about quoting. Check you local commercial realty companies sometimes they put updates on their websites about who just leased. Get in with some commercial construction...
