Uhh, I think you need to learn how to use the Pathfinder tools in Illustrator. We would never refuse to cut a logo because the vector is poorly formatted. We just fix it. It rarely takes more than 3 minutes, even for the worst of them.
Hexachrome Cyan is deprecated, and any designer that picked it as a logo colour, either doesn't know what they're doing or has a very outdated Pantone book.

You're assuming that it's a long viewing distance, which was not specified in the post. The minimum viewing distance for an image that size would be around 17 feet. If the print is going to be viewed from closer than that, a higher resolution image would be better.

You don't need a CNC to make your own core ID cards. We print from a template, apply it to PVC, then cut it with a ruler. The left/right sides are at an angle so the top is slightly wider than 3" and the bottom is slightly less.
