I've never heard of using a photocell on equipment like that. I suggest replacing it with a new one. Bypassing it could lead to larger issues down the road.
I've done a few large banners, the biggest at 7' X 30'. Just 13oz banner anchored every 2 - 4 feet again the building is good. I don't use wind slits, they are worthless.
Blender is my go to. I've been using it for about 9 years. Easy to pick up and learn, thousands of videos on it. There is also a course on udemy that is like $20 and has 48.5 hours of videos, they walk you through from being a first time user all the way to professional level.
For now, just delete the jobs by hand until it's figured out. I've never used an auto delete on versaworks, so not sure. You can always call Roland and talk to them about it.
I see a printer for sale that is a UV wide format printer, I can tell in the photos that it's unplugged and all of the ink is still in it.

3/16" is perfect for the thickness, 18' you may consider a 1/4". However use Polycarbonate instead of Acrylic. Also you can only get 18' as a roll stock, which is going to be wavy. The only real way to find a solution for that is to screw in one side of the face and stretch tight and screw in...
