I have seen this.... poopie sign design and they are in business for years... it is hard to shop for design, it's even harder if the client has no taste. The advantage I have is... I can design a nice sign or a poopie sign (and I have because the client insisted on it), the same can not be...

Too answer your question... There is no printer durable or able to print directly on to retro reflective in that price range. You can print on a clear and apply that to your sign face "BUT" you will not be MUTCD compliant as the color has to be reflective too, the print will be too opaque...
