When it comes to drilling into High strength concrete I will take a Hilti hands down. For drilling into softer concrete and only drilling small holes any hammer drill will work. I would like to see a comparison of your Dewalt vs Hilti in 15,000 and above concrete! Drilling into portland cement...

IF someone is specifying Retroreflective, I think you need to see what ASTM number they are referring to! Most of the specification I have come across specifying Retroreflective have ended up being the HIP style!
Gino you need to contact Hilti, they will send a salesman to you and he will show and demonstrate their equipment. Ask any contractor you work with and they will tell you Hilti is the best! Now would you buy a cheap LED message center or would you buy a Watchfire!
I have burnd 2 of those up! I know others in other trades that have also had problems with that model.
Hard to recommend a model without knowing what size holes you plan on drilling. Are you going to use this to drill large holes for post mounting in concrete. What about driving sign posts?
