Have you checked the load of the transformer or are you just replacing with that you removed? Could be that the transformer is the incorrect size/rating!

Mosh you are lucky because the average lamp life for flourescent lamps is 10,000 hours and the nmber of hors in a years is 8,766 hrs.

Try turning off any anti-virous programs you have running and see if that helps.

What is needing replaced at least once a year? Ballasts, lamps? Is this sign face lit 24hrs a day? Was that system checked?
