It isn't an Avery problem only. I had this same problem with a vehicle this past year. This guy develops some sort of gun cleaner that has a mixed use for a super powerful window cleaner / treatment as well as stainless steel treatment. Put some logos on his Jeep and they literally fell off...
I find pulling permits are usually the toughest part of the entire project. I usually pull them if it isn't a lighted sign, anything else I either have their people pull the permit or whoever we have perform the install.
Either way I charge and I do not make anything or have anything made until...
this seems to be the only way that makes sense. If I am printing a wrap I take a rectangle of the entire finished side and if it Is printed or not or even not part of the wrap bu gets cut off and goes in the trash I charge for it. Not like it can be used for anything else.

Anyone know of a material or option for routing dimensional letters for an outdoor application? Anything that would be plastic injection colored like a dark green or something? Could I use signfoam?

+1 yeah make sure you have limitations. We will charge an extra fee to go on site to do installs but make sure you make limits via weather, accommodations and actual order size. We will go no site to do smaller jobs but anything wrap usually comes here unless they have a fully climate controlled...
