Yes, you can fix it yourself if you have some basic tools and are mechanically inclined. There are several places you can purchase one. I bought mine from a MM here.
Grimco's 20/20 ink is El Terrible.
I was using Lyson Eco-Sol for a while, now I'm using the jetBest ink. Another member here has had a really great experience with JetBest as well.
The key to a good bulk system is the delivery system, not the ink.
You need to have your screen calibrated if you want a true color match.
Either that, or print out the library of PMS, CMYK, and RGB swatches from your design program and use that as a guide for your clients.
I use a bulk ink system from Knight in my Mutoh, and have recently switched to JetBest inks.
I've had good luck with them so far, and the bulk system, literally, saves me anywhere from $500/mo (in the winter) to $1500/mo (in the summer).
Don't guarantee a damn thing. If they insist on doing it a certain way against your professional advice, then have them sign a waiver stating that you are held harmless against any material failures.

What Bill said. You aren't going to find a shop anywhere that will do this job, even wholesale, for less than $2800-3000.

It works with Oracal - it just takes two people to do it well. As for laying large prints with the laminator vs. the BS, that is a perfectly reasonable way to do it - unless of course you don't feel like re-webbing your laminator 2-3 times/day.
