    you can make a site on your computer and direct people to it using your IP, BUT if you want a NAME associated with it so that people don't have to type in a long string of numbers to get there, you have to register (and therefor own) that NAME you can make a signs101.com site clone, CALL it...

    I would start by cleaning the encoder strip, there might be a small spec at that point along the scale DO NOT use solvent cleaner
