Can you set your view of the photo in AI to "Actual Size" (Ctrl+1) and pan to the guy's face in pixel preview? Post up a screen cap so we can see.

I think your best bet would be to exchange the backers before you cut the graphics.
Set up your laminator with the branded liner in place of the laminate.
The rollers would set the new liner better than anything you could do by hand.
Crank a roll through and then plot out the graphics.

Could you run the rolls backer side up through the printer to print the logo then load them into the plotter?
If you can't do it in house you might be able to find someone with a water based printer that could do it.
If the decals are small enough you could gang them into sheets small enough...
You'll be fine with the glue.
Tip to speed up working with the glue:
Don't brush it out of the can with the applicator it comes with - takes forever and is never smooth.

the ink does effect the bond with the HH66. My note on leaving the seams unprinted was not very clear.
We found this out with a parking lot set of pole banners that had half done with a solid orange background and the second half done reversed out (orange logo on a white background) hung...
Maybe it is as innocent as needing to go from a paper backer to a clear one.
People always think the worst (and are usually right)......

With that CorelDraw would most likely be a good option. It does not cost much and is fairly easy to learn.
You would be able to build your bridges to hold the centers of existing fonts and export them as eps files into your cutting program or even save them as fonts with bridges built in...
What is the issue you are having with the mylar?
Is it the designing of the stencil or the actual plotting of the design?
If you can cut vinyl you should be able to cut mylar unless your cutter can't do it and software will not fix that.
Hard to recommend a fix without knowing what is not...
You need to ungroup all your objects -> under the arrange tab
If you want the thickness of the brown paths to be included in the contour used, you need to select and convert them to objects -> under the arrange tab

If you get a sturdy one like the OEM unit you can use it to load & print full 50yd rolls of 54" banner that are too heavy for the plastic media holders in the rear.

This is from the tinting world - to remove rear window tint while trying to save the painted on defogger lines.
We use a strong ammonia solution & cut trash bags to help soften things up.
