no idea wher jam is but i would first recommend finding a local company you can work with. after that i have had success with the company sign cabinets. good products
accent sells licenses for their 'raster' method of producing ada signs for those not in the know those are the small 'beads'
as far as meeting state codes it depends on the project and the state...that is a pretty big broad statement you have made.
6yrs in development is what they claim...lol time to do some field research collecting sillouettes of beautiful ladies and creating a competing product, i can't think of a better way to spend 6yrs.
i know a few sign shops that have the equipment but like always with your posts i have no idea where 'here and there' is so i can't recommend any specific company...i'd find a electrical shop that makes their own pan faces. aging it will be a trial and error deal to get the effect that you are...

trakers just food for thought i wonder how you would feel about this if you were hired to design a sign for a small company and they in turn used that sign design as their logo and turned into a national brand. this happened to me and it made me much more cautious going forward in my career, we...
i have seen more than my fair share of half baked mountain/stream scenes and i've never run across this one...i'd get busy recreating because of the subject matter it should be fairly painless.

i don't know what else to say. seriously. in my opinion...
if you recognize those things about yourself and your skills hire someone to make you look professional and focus your business on producing a quality product until you have invested either the time to learn design skills or invested the money to pay a professional designer..but honestly this...
