I will assume the jpg you pull into corel has a white background. if thats the case, make a copy, autotrace it, and tell it NOT to remove the background color. once done, the white field will be able to be 'picked up'
I always quote new. Like, ALWAYS. Ghosting and brittleness being the main reasons.
It's usually more in labor to remove old graphics than to buy a new sheet anyway.
wind slits are usually dictated by the municipality if its an 'over the street' banner
but usually they do more harm than good by creating points of weakness
