    If that document is original then it's most likely a steel engraving and no settable type face was involved. A product of the engraver's hand much the same as a hand lettered sign.

    Google Image for 'Zebra Texture' and grab one that suits you. Bring it into Corel, convert it to black and white line drawing and then trace it with max smoothing. Set your text in whatever type face gets you off and then power clip the zebra pattern into the text.

    If by 'Alumet' you mean laminated panels then treat it like it's wood. A table saw with a decent combination blade, a jig saw with something on the order of a 16tpi down cut blade, most any band saw, a Cutawl with the general purpose toothed down cut blade, etc, etc, will all cut cleanly.
