Is the staining due to the porous surface of a matte finish? This allows more contaminants to become trapped in the finish, and with a white film they are more apparent. This is my theory.

If you go with the banquet table, you can elevate it with PVC pipe. Slip it over the table legs. It is actually quite sturdy. We used one like that for years.

If the panels have a relatively smooth finish, I would degrease them, hit them with a scotch brite pad, and clean with alcohol. I'm not sure compounding them would be necessary. You might also want an aerosol can of flat black paint to trim out the wheel openings and deep recesses such as fog...
When we have a box truck or trailer that has a lot of oxidation, we take a car wash brush and spray the bristles with greased lightning, wet the truck and wash and rinse. Sometimes it looks like milk running off but you are good to go.
