For one reason or another, he couldn't quote it. This might be due to lack of experience or maybe he really couldn't. I'm not a CNC Guy, I don't know. It was good of him to check the competition for you and be open about it.
That has more to do with your business model and what you consider ethical. Some would bid it again at retail, or even beat the brokers bid.
For us, we would just say we can't sell to you due to our business model and not give them any more information. If it was just the one broker, we would...

We're looking for someone to put together an idea guide for yard signs and banners. The project will consist of creating a 12 or 16 page booklet with approximately 150 different ideas for 1-4...
We found a cast iron foot shear on Craigslist a couple years ago for $300. 32" Wide. Works perfectly for something like this.
Otherwise, couldn't you have your supplier provide that size for you?
I don't think it has a very good resistance to UV, but I have seen it used for Real Estate signs all over the place.

You're probably talking about corona treating the surface. It raises the dyne level (a way of measuring the surface tension of plastic).
We'll flame the surface of older plastic before we print on it if it has been sitting in the shop for a while. This helps with adhesion of ink and furthermore...
I really don't like thinking this way, but if you make it clear to a customer that wind slits are a bad idea, they get it anyway, and the banner tears, isn't that good for business?
I see sign shops shops all the time sending out email blasts after storms.

I'm sure there's some logic behind them somewhere, but never in my experience.
The lack of return phone calls and the time it took to get the answer (even if it was no) is the frustrating part.
Customers should not be treated that way, even if they are wrong.
