Officially it is Flexi 8.5 or newer. I have heard of customers getting Flexi 8.1 to work but it is not supported and if there are any problems you will be told to upgrade. If you are on Flexi 7.6 then you will have to upgrade to version 10.

If I was reading correctly the printer doesn't measure the media right? If so I would check the media end sensor on the printer to see if this has gotten covered with dust or debris. If this sensor is blocked it won't see media as being loaded and will give you this symptom.

Newer firmware doesn't allow you to downgrade. If they can't get the chips to work with the newer firmware and you absolutely need to use the older firmware then you will have to buy a new mother board and put the older firmware on it.

If Flexi and Production Manager are on the same computer go into Flexi and turn the check box off for "Use TCP/IP to connect to Production Manager". The way you have it set is the default but is only required when they are on seperate computers and it can sometimes have issues with firwalls.
On the printer go to Menu > Setup > Set23 IP Address. Change the IP address of the printer to 10.1.10.253. Go into Production Manager and change the IP address for the printer to 10.1.10.253. Restart the printer and you should be good to go.
You need to do the PF Adjustment. If you have never done the PF Adjustment then the printer probably has always been off scale. This adjustment compensates for how the media is feeding through the printer.
You said that you confirmed ink is moving through the head when the pumps are running correct? If so then the only other thing that I have ever seen cause this is the F2 fuse on the main board. I would double check and make sure they tested the F2 fuse and not one of the other ones.
