Is the artwork in vector format? If so, duplicate the silhouette shown, weld it all together (if necessary), convert to outlines and go to Arrange>Contour Cut>Make Contour Cut. If I understand correctly, you are adding a contour cut via Effects>Contour Cut which sometimes produces anomalies...

That shouldn't be too difficult to reproduce. Try starting out with the blue color in Photoshop and apply Filter>Noise>Add Noise. Playing around with the settings should get you close.
