What is the file size? I don't think you can open a file larger than 300mb try dropping the resolution to get the file size down and flatten the image try to open it as a psd

I would laminate, but I laminate everything. If you don't laminate it will make you look bad when the shrink up around the edges before they give them out.

What's new? I never saw a need to upgrade to 8 from 7.6 Just not worth it. 7.6 is great for cut vinyl but no so much for printing. I find myself using PS and ILL. or corel for designing signs to print.

Just be careful getting a used printer just getting the printer could be just half the expense. I would look for someone that has one up and running. RTR SERVICES (just add the dot com) has some repos but most if not all did not have the ink flushed when unplugged.
