if your issue is your trying to push down costs then maybe switch the media to a cheaper media. lexjet has aquavinyl PSA it is cheaper than the HP stuff. or switch the material to polypropylene which is cheaper than vinyl.
this whole project is wonky. you haven't given enough info about it.
1. 8x8 sign. is this sign supposed to be opaque or is it supposed to be translucent backlit illuminated sign?

on the laminator i think you misunderstood me. im not referring to the pinch roller pressure. I am referring to the amount of resistance on the rollers. not sure if you SEAL has brakes on the media shaft collars that create tension in the media. when you turn the collar there is a leather...
or it could be your laminator is too tight stretching your 290. make sure the collars are not tight and they roll freely with just enough tension to keep it from slacking up.
cant stand those "see what you can come up with" clients. 9 out of 10 times they are a waste of time. you need a commitment up front at the beginning of the process.
I place white vinyl squares over the registration marks and then draw in the registration marks with a sharpie. oracal 651 white is thin enough were you can see the registration mark behind it. make sure the white vinyl square is about 3x3 so the edges dont interfere with the registration...

what clear vinyl are you using to print on? i've printed on some that are crap and others hold ink better.
use CMYK black 30/30/30/100 if you go full 100/100/100/100 it might end up brownish or blueish black depending on your profile.
