It's cheap laminate, not suited for that long-term application. I had the same thing happen to a print that I subbed out a few years ago...needless to say I don't send any work to them anymore!

Place the file in a new document, then expand the transparency with vectors set to 100 and convert all text to outlines. I think that should work normally.

Thanks all, I went with Gigi's suggestion of MyDomain and so far, it's working great. I'm even transferring some other domains over to the new registrar (MyDomain) and having good success. I like the user interface and I called tech support twice and got real, live....people. They even spoke...
