Just because you can see the web server on another computer does not mean the printer is talking to your RIP computer. It just means your printer is connected to the internet. So that is a check. Something is blocking the connection to your printer from the computer.

Two strips on top of each other make the same thickness as a cutting strip. Stick it down where the strip goes and trim the extra off of the front side. You will never pay $60 for a cutting strip again.

What is the length of your media set to in production manager. Graphtec will do the same thing if you have told it that the media is shorter then it actually is.
