I've seen a handful of these in production now over the years. In my opinion they don't touch the reliability that was the JV3. If and when they are running they are sweet, quality is amazing. The shop I used to work for though, we constantly fought little issues with these machines.
Hamachi works ok but I prefer a router that acts as a VPN endpoint. With hamachi you will need the client on the machines you want to connect to. This is ok with a few machines, but if you have other devices on your network it becomes difficult to manage.

I've seen static only affect one color. Agfa M4F the cyan would blow back onto the head and clog the nozzles on corrugated. Switch to roll vinyl and it worked perfect. The fix was an ionizer bar. All the new Agfas have them now (surprise).
Odd, if the ink is the proper position then I would lean towards the ink also. I've never seen UV ink do that though. If you have a haze or fuzz in your prints the first suspect is head height. The ink blows around and cures, it will seem like dust.

You might be able to find an FB500 on the high end of your range. It is relatively easier to move compared to true flats beds and is still current technology as far as HP goes.
First thing are you sure your media is totally flat? This is critical when doing these adjustments. From the middle image it almost appears your slant adjustment is off. The slant adjust needs to be done with a loupe and must basically be perfect.
You say the damper isn't filling with ink? Did you prime the damper by pulling ink into it first with a syringe? I've always done this and the mimaki manual shows this procedure also.

Another vote for synology. These are really nice, I've used a few different brands. As others mentioned you can load crashplan on a synology nas along with a lot of other stuff.
Another vote for separate machines.
However, if you are set on getting a print/cut machine the Mimaki CJV series is really nice. Friend of mine has one and it is a really reliable printer/cutter.
