You don't need 13oz for garden flags. There are many pigment ink material for Epson printers. You should laminate after printing. Check out Shil, Kapco for two. Google for material.
I really like the look of lamination. It is easier to handle the print when installing and extends the life. We don't laminate banners except banners that get reused a lot for personal home use.
A Graphtec ce6000 be a good choice for a 24" cutter. I still contour cut and cut vinyl with a CE-3000Mk2. I also use a D75R Summa but the CE series is a great product for the price.
Vinyl cutters
Vinyl cutters....Graphtec CE 24" series and Summa D75 30". Both have OPS for contour cutting. Save up for a printer and job them out for now. Corel is a good full featured deal for design and cutting.
Epson T series printers
I have an Epson 7700 pigment printer and it prints better than my Mutoh Valujet solvent. Both have their place. IMO Epson makes a great printer and the T series seems to the next level.
I use STS inks in my 7700 and it is flawless, absolutely no problems.
