Do you have a flatbed cutter? if you don't have a flatbed look into those, more versatile than an XY but if you already have a flatbed and need that additional cutting capacity then XY is great
You probably need a chemically resistant laminate. Dry erase laminates are pretty good at this but not good for outdoors. If I had to do this I would probably use a tough floor laminate and aggressive adhesive vinyl (if the oil gets near the vinyl edges it'll probably affect the adhesive...
