Try to get ahold of Oracal 751 cast black and avoid the 3m.

Is it cast vinyl? Was it post heated? Was the tank wiped down before putting the vinyl on? Are they using chemicals to clean the tank? Are they blasting it off with a pressure washer?

In Flexi select the cutlines, then goto Effects -> Combine -> Weld by color. This will convert the cutlines into objects that you can color. You might have to add new cutlines.

In AI, try exporting it as PNG @ 1200 PPI. If it can't handle it, try 600 PPI. If that doesn't work try JPG @ 600 or 1200 ppi. I think you're going to have to get it rasterized one way or another before putting it into Flexi.

Matte black is going to have finger prints and bird crap running down it and look terrible after a while, in my opinion.
