That that looks like a carbide lamp. Calcium carbide (calcium acetylide CaC2) mixed with water produces acetylene gas...it's what the miners used in their lamps way back in the day....or if you had a toy carbide cannon (typically sold on the last page of comic books...if you remember).

Ours tubes are Sylvania 32W T8 compatible 4100K color temp. You'd be hard pressed to tell that they're not fluorescent, other than the LEDs are much brighter. There are some LED tubes that are nothing more than a clear tube with a string of modules. That style produces an entirely different...
Skip fluorescent and use LED tubes. Most fixtures are compatible, and if not, all you need to do is remove the ballast.
I just tossed every last fluro tube in my shop. It's much brighter now, and uses 1/2 the electricity...or less. I got tired of flickering fluro tubes after only a few...

Take it off completely or totally replace it. It's so badly faded that it'll look like a patchwork quilt, unless that flap of material at the top is what used to be in front. But even then, the material is so badly UV damaged that I'd doubt the stitching would hold.

I know this is an old post but I had the same issue while running both SignLab and Gerber Omega at the same time. One or the other will tend to "occupy" the COM port until the program is completely closed out. Once I do that, then the problem ceases to exist.

I can easily and quickly write backwards (mirrored) cursive....and it's absolutely stunning...with the correct slant and flow because I am able to pull the pen, much like a righty. My normal cursive just doesn't have the same sizzle and pop.
