bad caps are caps that do not seal air tight. so if not air tight it will not have the proper vacuum/suction for when you do head cleanings.
it is hard to visualize. if you have nozzle drops bad caps may be or may be not the problem. could be a bad head.

the roll can be bad. I have seen rolls with problems. sometimes they get flat spots if they are not properly stored.
