This happens often to us, it usually is an .eps file created in flexi or corel that is too big for illustrator to open. I beleive the maximum page size for illustrator is 227" x 227". Try to open in flexi or corel if you have access to either one of those programs.

Polycarbonate track is a better choice because of the different rates of expansion. Polycarbonate is less likely to crack under the stress, you will want to use lots of rivets so the letters do not fall through the gaps that are created when the temperature gets high.

Cutting It may be caused by intermediate vinyl, cut with the heaters on, the vinyl will try to return to its original size. Please add more info on the material and printer settings.
