On second look at the pic you sent, it appears that the light bands are running in the direction of media travel. If you were having some kind of ink dropout problem, the bands will be light straight bands in the direction of Carriage travel. Do the light bands correspond to the pinch rollers?

Try taping over the vacuum holes in the platen where the printhead prints - vacuum could be sucking air in under the media and cooling it down - check to see if bands in media feed direction correspond with vacuum holes.

Axis alignment In the FC7000, you could do Axis Alignment and get the cut within 0.005" of the graphic. I don't know about the FC8000 but a quick look at the User's Guide doesn't show anything called Axis Alignment. Keep calling the Graphtec folks!
