Delete all the jobs in the Versaworks jobs folder, all the queues. Often a file that has ended up with some issue will cause Versaworks to hang up.

3961 is cast and 3165 is calendared. Unless you are under the gun timewise, I would request another roll of 3961 from a different batch/lot number. Alternatively, use a different brand of hi-tack cast vinyl. Vehicle wraps should done with cast vinyl, both for durability and ease of installation...

I've had a batch of Oracal in the past that printed like that. Manufacturing issue. If other medias are fine, hit up your dealer and make sure the replacement roll has a different batch number.

To start, the printer is not likely to recognize the chips on the cartridges. I would suggest seeing if the supplier will swap out the inks.

If you are using TR2 inks, you can't get in Service mode, only an on-site Roland certified tech can. However, you should run the bi-directional detail alignment in the user menu. See attached...

What do your job prints look like? Print a file that has some fine detail and, ideally, something with small text. If you see this same "double" image, you need to run the bi-directional alignment. If you can get into service mode, start there and then do the user bidirectional alignment.
