I would lose the lighter blue outline

I like the type choice on your first one I also agree a simple curved ribbon shape or panel would look better

Played around with the one i posted and added a Flowing ribbon shape maybe separate (Wetumpka) in another panel

Lose the dots around the edges. Too busy.
Maybe lose that entire blue panel.
Beef up the outline of the ribbon and weld it to the outline of the title.
And for the love of God lose that yellow.
