How do I destroy this sign?

I want to replace this with a foamcraft sign with poles in the ground. How would I get rid of the brick? Looks like concrete pad underneath. What should it cost?

Why don't you leave the bricks and use them as a base for the new sign ??

Yep, the rats around here a frickin' huge. Regular traps don't work.
