easiest way I have found is with a hydraulic system.

Go to an auto salvage yard and find an old fashioned bumper jack, add a piece of chain, and maybe a piece of 2X6 to set it on.

Wrap a chain around the post, hook it on the jack, pump the handle ... the post will magically rise out of the ground.

Not bad for $10!

Si those old fashion bumper jacks no longer exist at salvage yards, all they have now are scissor jacks!
