you may want to try Sericols' adhesion promoters. we use the acrylic one and it holds the ink very well. You wipe it on, let it dry for 10 min. or so, then print. We have Inca flatbeds with Uvijet EI inks and great success with these products.

actually, since it's covered 100%, the laminate has only the ink to stick to. It's not a waiting issue, it just happens. Dibond is not a porous material so the ink will stick to the adhesive backer of the overlam rather than the surface of Dibond. We've had similar issues with our UV printers...
We do a lot of wall murals/covering for retail shops. We use Ultraflexx #59 Suede/#55 Suede. #59 is textured and #55 is smooth. Check out there website for more info. I'm not sure on the wall preparation, but they look great.

I believe Palight also has a static free rigid material that you may want to look into. I'm not sure about the price. We print regular masked Palight on our Inca Flatbeds and have noticed static issues when removing the masking, but it doesn't affect our prints. I also agree with previous posts.
