Trigon Imaging is in Ohio and is actually a licensed Epson Service company. There aren't many besides D1 out there, so at least you do have a couple options. I do NOT recommend D1 for service.
We use MacTac B-Free perf mostly now, and it prints great. I would recommend laminating it with a matte laminate if you print it and it is going on a trailer. Since you're in Ohio, call Trigon Imaging and see what all they have/recommend.

180c-10 & 8519 are our go-to films here. We do use a decent amount of 8518 (around 15%), but haven't had that many issues out of it recently. We switched back to regular old 180c and stuck with it after some issues with 180cv3 years ago.

I've recently been (almost) running into issues with trustworthy QR code generators. Who do you use/trust for generating QR codes? I do NOT want to use one that is a forwarding QR code, that goes through a 3rd party website, just simple QR codes that take you to your destination.

Since you are in Ohio, call Trigon Imaging in Cincinnati and see what their cost is to come replace the head. They'll do it right and probably be a bit cheaper, although the heads aren't cheap no matter who you use as you/they can only buy them from D1 in the USA.

Yes, you CAN add resolution to an image now with AI. Check out Gigapixel AI if you haven't already. There are a couple other alternatives now, but it is still the best I've used.
