The suction nozzle should not touch the heads, that is correct, but sliding hard plastic across the heads leaves too much room for error in my opinion.
Purge-swab-purge is enough in most circumstances.
Fun fact: you don't need the vacuum. In fact, you should not use it at all because you raise the risk of accidentally scratching a printhead. A wipe with a clean microfiber cloth or swab and flush is all you need.
Do make sure you do it often if you use Canon's ink.

As they original poster found, sometimes ink is delivered that's close to the expiration date. Reasons range from global warehouses and sea shipping to indifference and profits.
The solution is either buy a new bag of ink or get a replacement RFID chip. It's not a complicated...
You should make sure that the glass is level at all corners before modifying anything. If you have a micrometer, measure the four corners. I don't have much experience with these types of printers, so I don't know what kinds of things go wrong.
It looks like at least one of your problems is that you are printing too high. The fuzziness around the edges is a sign that the nozzles' focal point is higher than your substrate.
Keep in mind too that print quality owes much to the printheads. Kyocera heads are currently the fastest with the smallest droplet size, so consider printers that use that head (there are several).
Honestly, it's disgusting how Canon will try anything to make money. Their printers are good enough but their business practices are the worst example of exploiting customers.
Don't fall for their new way to take your money.

Can you describe the issue you're having? I work on Oce machines all the time and am very well acquainted with all of their models. Perhaps I could assist you.
No, but that's because of our ink's small droplet size. A cheaper (but not necessarily less expensive) ink with a droplet size of say 14-21 will definitely clog on a high-speed head like Kyocera. You always get what you pay for.
With inks, it mostly comes down to droplet size in picaliters, and the Kyocera heads that some CET Color machines use are capable of 3pL (currently the smallest droplet volume possible).
