through a distributor it's usually not a problem but on some items we deal with 3m directly because of the quantities we purchase so when we have an issue that we deal with them direct they can be a little difficult, same with flexcon
years ago we had a specialty material we ordered from flexcon and it delaminated so we tried to get a refund and or new material they said no to both and just told us " yeah that can happen"

3m is next to god so they can do what they want and not worry you will ever order from them...
i use the 3m Primer 94 on many occasions with all different types of vinyl and no issue. it does say not to use it with anything other than 3m materials but i proved them wrong.
best why to find out is run your own tests internally.
we started out with roland eco-solvent print/cut machines. (went from 30" to 54" to 64"theory behind that is you can buy one machine so less footprint in the shop.

banner profile may be dumping too much ink. even if you don't have the exact 3m profile you should be using a generic vinyl/pvc profile or cast vinyl profile.

over the years i have used roland inks when they have expired and never had an issue. i could see certain inks being a problem but over all if they are in the sealed container, not exposed to any elements or light what goes bad?
i could see maybe white or metallic inks being an issue but not...
one concern i have is the bulk ink system. all the inks have expiration dates, like most inks, but they have a chip and if the date comes up then it won't let you use whatever ink is left and wiht the bulk ink we don't really use that much so see how that goes
we got one in December and it's been good so far. some learning curve issues but other than that it's running smooth.

what's your test print look like, the white head is completely empty/clogged or do you get some channels to print?
you need to pull ink from the waste hose for that specific head. when you carriage is in the home position you can pull ink from the hose that comes from the cap top of the head in question. the head soak you need to clamp off the same hose i just explained to pull ink from, put cleaning fluid...
white ink is definitely high maintenance.
you need to shake the inks daily and actually use them or they are doomed to fail. i actually set up a white test print file that i would run like every other day just to run the ink. nothing fancy just a box approx 3" x the width of your material.

we print on chrome and or metallic materials on our uv printers all the time works great. definitely better opacity compared to solvent and eco-solvent
what about the R-tape FX metallic materials. they have solvent printable chrome.
their outdoor life span is not like cast materials but may fit the bill for what you are looking to do
